Indonesia has a very diverse population made up of many races and religions, the majority do not consume dog meat, but it is still practiced by minority races there, eg.  Chinese, the Batak and Minahasa.

The dog meat trade is outlawed in the Philippines (on health grounds), but enforcement is generally poor by the authorities and it still goes on openly and illegally.  In a recent case owners of three separate restaurants serving dog meat walked free from court due to a 'technically' in the wording of the legislation.

The dog meat trade is outlawed in Taiwan, and seems to be strictly enforced. The country does seem to care about their  image in terms of animal welfare, unlike many of their neighbours (their embassy in London is the only one that had the courtesy to write back to me).
